Maryland HQL (Handgun Qualification License)

NOTE: Unless otherwise exempt, as of October 1, 2013, a Maryland resident must possess a valid Handgun Qualification License before he/she may purchase, rent, or receive a handgun.  Details may be found on the Maryland State Police website.  You DO NOT need a Handgun Qualification License to own a gun you already have.  The Handgun Qualification License is only needed for purchasing, transferring or renting a regulated firearm after October 1, 2013.


Course Description:

This 4-Hour course is taught by Maryland State Police Approved Qualified Handgun Instructors.  Course includes both classroom and time on the range with the following topics covered:  State of Maryland Firearms Law, Home Firearm Safety, Handgun Parts and Operations, Firearm Operation and Safe Handling Demonstration, and more. 


The classroom portion of the course takes place at our headquarters in Arlington, VA and the “live-fire” portion of the course take place at the NRA Range in Fairfax, VA.


You will need to bring your personal firearm with you to the range because the NRA Range DOES NOT rent firearms.  However, the NRA Range does sell ammunition if you need to purchase ammo.  Tuition cost for the Maryland Handgun Qualification License Course is only $175 per person.   


You are responsible for paying your range fees:  $15 for NRA Member and $20 for non-NRA member.  The NRA Range requires all first-time shooters to take an open book range safety exam.  Upon completion of the exam they will charge you a one-time $10 fee and issue you a NRA Range Card.  This is different from having a NRA membership.
